After mucking around trying to find a solution, I discovered you have to remove the dreamweaver key/string from the OpenWithList key. It works now and looks like this: HKEY_CLASSES_ROOT/.txt (Default) REG_SZ txtfile Content Type REG_SZ text/plain HKEY_CLASSES_ROOT/.txt/OpenWithList (Default) REG_SZ (value not set) HKEY_CLASSES_ROOT/.txt/PersistentHandler (Default) REG_SZ {5e941d80-bf96-11cd-b579-08002b30bfeb} HKEY_CLASSES_ROOT/.txt/ShellNew (Default) REG_SZ (value not set) ItemName REG_EXPAND_SZ @%SystemRoot%system32 otepad.exe,-470 NullFile REG_SZ Mine was missing too.
